Trading the E-3 missions capable for the Globaleye is like asking Volkswagen to build main battle tanks. If they really wanted a 1 for 1, then they should have picked the Wedgetail as it replaces and increases the capability of the E-3. The small size of the Globaleye does not allow the aircraft to carry many defensive systems and any ISR aircraft of this type will be a very early and high priority target for the opposition all the time.
In reality, any aircraft of this type that constantly emits an electronic signature will have a short lifetime during a major peer to peer conflict. They are too noisy, too few, too close to SAM missiles and too expensive to build in mass. Aircrew would just be flying around in a large, slow, highly visible target in Harms Way.
IMO, the only reasonable method of maintaining this type of capability in the long range missile environment, is to build a "twinkling Xmas lights" collective of AI drones assembled into a "Gods Eye" Mosaic . An X number of stealth drones, some equipped with ex F-16/18 APG -68 ASEA radars/Infrared/etc., others with EW or decoy's, HARM missiles, etc., spanning a large arc and gathering data over a very large area, which report back to "stealth", non-emitting, controller aircraft flying in a "safe" zones. As the drone is targeted by a radar, it "twinkles" off and goes into a non-emitting, quiet stealth mode until the threat is gone and then switches its emitters back on to continue its primary mission. If a drone is visibly sighted and destroyed, the loss would be acceptable in cost to replace, capability lost, coverage lost and quick replace-ability.
