What's ironic is that the Housing First approach that Trump's HUD hates so much is what's worked in Dallas and Houston to reduce homelessness there more than in California. The YouTube channel Invisible Person has a video about Dallas. The non profit online news site CalMatters has a couple of articles about Houston. The fact that it's been easier to build new housing in TX has helped too.
