English abstract

This paper introduces and analyzes the strategic goals of the European program Knowledge Rights 21 (KR21), an initiative designed to mobilize the library and documentation sector to advocate for a copyright reform that guarantees democratic access to knowledge in the 21st century. The author examines the program's core focus areas, paying specific attention to the challenges of the ebook marketplace for public and academic libraries, the regulation of controlled digital lending (e-lending), and the secondary publishing rights for researchers to retain ownership of their scholarly outputs. Through coordinated advocacy and policy-making at both European and national levels, KR21 aims to overcome strict contractual barriers imposed by major publishers, calling for robust, harmonized statutory copyright exceptions that enable cultural heritage institutions to fulfill their mission of preserving and disseminating knowledge within the digital ecosystem.
