YEREVAN, August 7. /TASS/. Holding a referendum on Armenia’s accession to the European Union is impossible at present because there is no subject for such a vote, Armenian Prime Minister Nikol Pashinyan said in a video posted on his Facebook page (banned in Russia and belongs to Meta, designated as an extremist organization in the country).

"As I have already said, there will, of course, be a referendum. However, after Armenia formally applies to the European Union for accession, we need to work on this institutionally. Holding a referendum today is impossible. Why? Because there is no subject for it. Let us imagine that we organize a referendum now. We tell [citizens] that they need to choose between the European Union and the Eurasian Economic Union. What will citizens’ reaction be? They will ask what prospects we have of becoming an EU member, what our roadmap is, and so on. There are many questions to which we have no answers; no one has answers to them," he said.

Yerevan has recently declared a course toward integration with the European Union. On March 26, 2025, Armenia’s parliament adopted a law launching the process of the republic’s accession to the EU. Pashinyan has said that Yerevan does not plan to leave the Eurasian Economic Union (EAEU) and hopes to combine membership in the organization with integration into the EU for as long as possible. Russian President Vladimir Putin has said that integration into the EU automatically entails the end of Armenia’s cooperation with the EAEU and the loss of all related preferences from which Yerevan has benefited throughout its membership in the union.

At an EAEU summit in Astana on May 29, the leaders of Russia, Belarus, Kazakhstan and Kyrgyzstan adopted a joint statement saying that they shared the view that Armenia should hold a nationwide referendum on accession to the EU or continued membership in the EAEU.
