A proposed bill suggested granting up to three days of paid menstrual leave every month for female employees in both the public and private sectors.  

The proposal, known as House Bill No. 10771 or the Menstrual Leave Act, was filed in the House of Representatives on August 13, 2026. It aims to provide additional support to women who experience menstrual discomfort or health conditions related to menstruation that may affect their daily activities and work performance. 

Under the proposed bill, eligible employees could take up to three days of paid leave each month during their menstrual period. The leave would be non-cumulative, meaning unused leave credits cannot be carried over to the following month. It would also not be convertible to cash. 

The measure also includes provisions designed to protect employees from unfair treatment. Female workers who choose to use the proposed benefit would be protected from discrimination, harassment, demotion, or termination related to their use of menstrual leave. 

Supporters of the proposal believe the measure could help address health concerns that many women experience every month. Menstrual pain and related conditions can sometimes affect a person’s ability to work comfortably, making additional leave benefits a topic of discussion among workers and employers. 

However, it is important to note that the proposal is still far from becoming an official benefit. At present, House Bill No. 10771 remains a proposed measure and has not yet been passed into law. 

According to the latest records from the House of Representatives, the bill is still pending before the House Committee on Labor and Employment for further review and discussion. 

Female employees in the Philippines are not yet entitled to the proposed three-day paid menstrual leave because the measure is still under consideration. More steps in the legislative process are still required before it can become a law and be implemented nationwide.
