What to KnowNew Jersey’s governor on Thursday called on the state’s lieutenant governor, Dale Caldwell, to resign by Friday after a law firm hired by her office concluded he violated the state’s ethics and discrimination rules.The report published Wednesday found that Caldwell violated the state’s policy prohibiting discrimination in the workplace. It said he made an advance toward a staffer’s friend and when he was rebuffed, he told the staffer, “you young women are looking for young sperm.”Caldwell’s lawyer, Thomas Calcagni, disputed the allegations, calling the investigation a one-sided operation that did not include necessary due process.The report also accused Caldwell of breaking the state’s ethics rules by trying to get a promotion for a state employee he was dating and by bringing his personal guests to ticketed events without paying for them.Sherrill, a Democrat, said Caldwell’s “ethical lapses” continued even with multiple warnings and trainings. She called his resignation “in the best interest of New Jersey residents.”On Friday, the governor announced that Caldwell had submitted his resignation.Sherrill said she will move “swiftly” to select a new lieutenant governor who represents her administration and the people of New Jersey with “honor” and “integrity.”
New Jersey Gov. Mikie Sherrill announced Friday that Lt. Gov. Dale Caldwell submitted his resignation after a report accused him of sexually harassing a woman and trying to secure a promotion for a state employee he was dating.
In a news conference, Sherrill said Caldwell’s resignation comes after an independent investigation found that he “failed to uphold the responsibilities of his office” and violated policy “repeatedly.”
“After I received the report, the facts were clear. I took action right away,” Sherrill said.
The investigation began in May 2026 after Gov. Sherrill’s Chief Ethics Officer received an anonymous letter accusing Caldwell, 66, of acting inappropriately towards women.
The State of New Jersey then hired the law firm Lowenstein Sandler to investigate Caldwell’s alleged misconduct.
According to the firm’s report released Wednesday, Caldwell made a romantic advance toward a female staffer’s friend and when he was rebuffed, Caldwell told the staffer, “You young women are looking for young sperm.”
The report states that the staffer then changed the way she interacted with Caldwell at work, distanced herself from him and avoided traveling with him when possible. While Caldwell denied making the remark, the report did not find his denial credible.
The report also accused Caldwell of breaking the state’s ethics rules by trying to secure a promotion for a state employee he was in a romantic relationship with. According to the report, Caldwell used his state email account to ask that the employee receive a promotion to a leadership position and never disclosed he was in a relationship with the worker.
He also violated ethics rules by bringing personal guests to at least seven ticketed events without providing payment or reimbursement for the tickets, the report said.
Following the report, Gov. Sherrill released a statement on Thursday calling on Caldwell to resign.
“The investigation found that the Lieutenant Governor engaged in serious, repeated violations of state policy and failed to uphold the responsibilities of his office. I’m calling for his resignation and giving him until tomorrow to do so,” Sherrill wrote. “I hold everyone in my Administration to the highest ethical standard. We all have a duty to follow our state ethics and harassment policy and our Code of Conduct. Anyone who violates these will be held accountable.”
Caldwell’s lawyer, Thomas Calcagni, denied the allegations and disputed the report’s findings, calling the investigation a “one-sided” operation that did not include necessary due process.
“This unnecessarily protracted and one-sided process lacked the requisite due process that should be afforded every citizen of this state,” Calcagni wrote in a statement to NBC10. “The Lieutenant Governor was not provided a meaningful opportunity to address each of these anonymous allegations or offer readily identifiable witnesses who possessed more pertinent, first-hand knowledge of the events in question. It appears, in fact, that even those who voluntarily came forward with first-hand accounts were entirely excluded from the process. These due process concerns, coupled with breaches of confidentiality throughout the process, render any findings palpably deficient and create a dangerous and challenging precedent for anyone who wishes to defend against anonymous conjecture and character assassination.”
Calcagni acknowledged that Caldwell had recommended a promotion for a woman with whom he had a personal relationship, but said he believed she was qualified for the job and hadn’t ordered anyone to promote her.
“There is a difference between failing to disclose a personal relationship when forwarding the resume of a qualified job applicant and actually using the power of public office to secure a job or financial benefit for someone,” Calcagni said.
A Methodist pastor, Caldwell was president of Centenary University for two years before being elected lieutenant governor alongside Gov. Sherrill last year and took office in January. He is the first man to serve as New Jersey’s lieutenant governor and also serves as New Jersey’s secretary of state.
Following Caldwell’s resignation announcement, Sherrill vowed to move “swiftly and thoughtfully” in choosing a new lieutenant governor, who will represent her administration and the people of New Jersey with “honor and integrity.”
