You reset the network connections, but did you ever reset the phone?  If the wi-fi cannot be enabled, that could be a hardware or a software problem.  Is the phone still under warranty?  You should first try resetting the  phone and restoring your backup.  If that does not solve the issue, find a service location near you using the service finder tool in the support tab of the members app and bring it in for evaluation.  If there is no location near you, you will have to call Samsung service and arrange for a service ticket.
