Dallas city leaders are returning from their summer recess with two major issues looming: the future of City Hall and what are expected to be challenging budget negotiations.
The City Hall debate took center stage Monday during a specially called Finance Committee hearing examining potential changes to the number of votes needed to approve a city real estate sale.
Under current rules, a sale requires a supermajority of 12 of the 15 City Council members. A proposal under consideration would lower that threshold to a simple majority of eight votes.
The possible change comes as council members continue debating the future of the 48-year-old City Hall building and the roughly 2,000 employees who work inside.
Dallas City Councilwoman Paula Blackmon said she believed the City Hall decision would ultimately come down to a simple majority vote. Blackmon is one of six council members who oppose moving City Hall to another location.
Council member Maxie Johnson has supported City Manager Kim Tolbert’s plan to present as many as four possible alternative City Hall sites later this month. Johnson said the cost of each option would help him decide whether the city should stay or relocate.
“I believe the majority of what we vote on is simple majority, not supermajority, so it’s really not going to affect it in a negative way, in my opinion,” Johnson said.
City Councilman Chad West said he did not believe the rules should change before the council makes a decision about City Hall.
Monday’s briefing covered 11 proposed edits to the city’s Financial Management Performance Criteria. Changing the vote requirement for real estate sales from a supermajority to a simple majority was only one of them, but it is likely to receive the most attention ahead of an expected council vote on Aug. 25.
